Not only does the scaffold go all the way up, they've also spread a fair amount of plastic over it. They might be trying to mummify the entire building, but don't tell that to the Security House's many elderly residents. I'm sure they would not approve of mummification in any of its forms. Unlike at the McGuire, you can actually see people working on the exterior. They are not part of the dwarf army. They are full-sized regular humans.
